changing of guard in a bureaucratic india
Indian bureaucracy is widely considered to have inherited British legacy but for conscience.We have heard enough of tags attached to bureaucrats like inefficiency, red-tapism ,delays,pulling of legs of their own colleagues to get prize and plum postings but i often fail to understand why people at the top of ladder do not show courage to speak their mind(I hope they still have)before bowing before the political bosses in accepting most of the times ideas which has hardly anything to do with people welfare but for the political popularism of those masters which they merrily announce at the cost of public money which ultimately go waste down the drain. one top civil servant once commented that every year a bureaucrat loses one spine and in 33 years he loses all his spine and become spinelesss . Really so, because, looking at top level posts, one has to minimum wait for atleast 33 years.But what about losing conscience ? Conscience is a human trait not shared by any other creature on mother Earth. With trillions of neurons building our grey matter conscience is only one of lakhs of functions which we as human have.Changing colours with change in political bosses is widely accepted as our bureaucracy resembles one reptile Chameleon in changing colour as per surrounding environment.I request some of the world top universities specially behaviorists to come and study some bureucrats to find out why they have sleeping conscience even when mind is awake. I wish we look into this malaise and do something as because present trend will lead people to treat us as rubbish and most importantly it has a highly demoralising effect on the juniors of the cadre.
